How can I get my social life back?

I'm 19 years old, never dated, never had a girlfriend, never kissed a girl. I was going to college but got kicked out for playing footsie with girls I didn't know. I live with my Parents and I've never had a job. I have over $5000 in fines and loans to pay off and I didn't even finish the semester! And the only people I talk to besides my parents, are my online friends. What can I do?
