Neighbour child unsupervised, appears malicious/violent toward my dog.?

I'm not sure if this is the correct category but pets, and parenting didn't seem to feel correct. So, Let me start at the beginning. A few months ago my husband was walking our dog and was told by a lady not to walk our dog in front of her apartnment building - it's a complex and we are allowed to walk our dog anywhere in the complex. It got nasty and pretty much ended her older child calling my husband a deragotory racist term. The management was involved and a police report was made. I was outside earlier and the younger child was antagonizing my dog and tried to run my dog over with his foot scooter purposely. And even though he missed, he started making yelping sounds like he had run over my dog. I'm not sure exactly what to do. Thank you for your help.
