Will a golf store typically let you swap out a PW for a 2-Iron?

I'm looking to buy a new set of Mizuno Irons but I don't need the PW (I like my current one) and would like a 2-Iron instead. The one golf store I have been to said that they would not swap the two. Is this standard or do I just need to go to a different store?
